696dfdb11a Generate xml from boost_libraries. 
Run it on libraries.xml to "normalize" it.

d84c6d0419 Replace 'boost-min-version', 'boost-max-version' with 'update-version' 
Picks the latest update.

There's now no way to remove a library, will probably do so by creating
an update with some xml representation of a removal.
