Rene Rivera 4f78e1cea4 Don't bother with partial result uploads as it's crashing rsync.

This forks the reports script for a CI specific version. Which uses the
simpler straight upload which doesn't have that problem. Since upload
bandwidth doesn't seem to be a problem.

Regression Test Reporting Tools

To run Boost's automated regression testing and reporting, and to report
the results back to the Boost community, see

To build and run Boost's local regression testing and reporting tools,
clone the GitHub boostorg/regression repository to your local machine:

    git clone git@github.com:boostorg/regression.git
                 -- or --

Then view index.html with a web browser for more information, 
including build instructions
