Adam Wulkiewicz bbb69c92f7 [geometries] Small compile-time check consistency improvement.

Add Point concept check to segment.
Move DimensionCount check from constructor to the body of a point class
and use MPL_ASSERT_MSG instead of STATIC_ASSERT.
