* new/project.jam (lookup): Bugfixes. (find-target): Attempt to load
        project specified by project id.
        Project module rules:
            project: Allow empty id.
            use-project: New rule.
    * new/targets.jam: (basic-target.generate-source): Correct a bug in
        separating target id from extra properties.
