Consequences & checks:
  * Final __ACTION_RULE__ rule parameter has changed from output ? to output-lines *.
  * Updated corresponding Jam documentation.
  * Updated the all related Boost Build code.
  * No code on the Boost trunk uses this rule except for Boost Build itself.
