This follows the change expected in C++2a, which has been accepted into N4713 (proposal P0439). The old memory order constants are still available for backward compatibility. http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2016/p0439r0.html
Added Windows version specification to fix compilation with MSVC. The code targets for Windows 2000.
