6929dfb742 Update sourceforge download links. 
The new version of sourceforge has simpler urls for downloading.
Since this only updates boost specific meta data, hopefully feed readers
won't mark all the old history items as updated.

1b1d6c85aa Upgrade to css hover 3 and only use it for IE 7 as it causes IE 6 to crash and 
isn't needed on IE 8.
