6146b2d073 Remove unnecessary checks in regular expression. 
The path has already been checked, no need to check it again. Just check the
end of the string. Alternatively, could probably do the check inside the
RewriteRule.

6f6ff826b3 Hack the documentation code to server from unzipped files. 
This is going to break the beta documentation. But that's okay, since it's the
beta site. Hopefully it might reduce the load on the server, which is still
high.

ccff3f471c Use the same css files for much of the documentation. Refs #4339. 
Will need updating whenever the css is updated. I'm going to try to
automate that soonish. I was tempted to serve them from the latest
zipfile, but this is a tad bit faster. Another possibility is rewriting
the html to always use the same css files, this could be helpful since
they'd only be downloaded once but right now I don't want add any more
complexity there.

This is only for css files in doc/src/*.css and doc/html/*.css.

fc89ae0449 On the main library list, use 'release' link. 
This redirects to the lastest version. Slower than linking directly to
the version's documentation, but it should hopefully help google find
the permalink.
