0f224af4f9 Try splitting the filters up again. 
Locally, I'm seeing very large speed ups for redirect files which do
little processing so loading the php is a large part of the expense.

58e68a29f9 Revert splitting up the filters. 
Reverts [64914],[64915],[64916]. They resulted in a speed up on my local
machine, but not on the server. I guess it's using an op-cache so it isn't hit
by the cost of parsing.

4d3ec3a263 Load filters on demand. 
I think that a large cost of these pages is loading the php. If I'm
right this should result in a small speed up - especially for 'raw'
pages.

2f0ae5b42b Generate home page in advance. 
I've tweaked the php so it can be run from the command line, replacing
calls to `virtual` with SSI includes. Use that to generate the home
page. Might do this elsewhere, but would need to automate it. Just doing
the home page for now as it is rarely updated, and must be one of the
most popular pages. The 'recent announcements' at the bottom right are
still dynamically generated - could possibly run php from their cron job
to make them static.

6f6ff826b3 Hack the documentation code to server from unzipped files. 
This is going to break the beta documentation. But that's okay, since it's the
beta site. Hopefully it might reduce the load on the server, which is still
high.
