This addresses my comments to https://github.com/boostorg/website-v2-docs/pull/201 , specifically:
- Add a link to Wikipedia page describing top-posting.
- Add a link to Boost ML messages archive.
- Remove the recommendation to use tinyurl.com (or any URL shortening service) as this may be a privacy breach and may make the shortened links invalid, if the service is no longer operating.
