e4ba7c7a17 Remove g++9 github CI configuration 
Because it runs on ubuntu 20.04 and github does
not offer these runners anymore.

6b0194d7d6 Just use 'make check' to run tests on Github actions for every configuration 
but Win+MSVC; the tests previously were not being run at all!
