Ion Gaztañaga 86464712c2 - As suggested in the report, windows_semaphore implementation stores the initial count to be able to use it when there is need to recreate the winapi semaphore structure. Fixes #123 .

- Tests are also improved in Windows to test both the generic implementation and the alternative windows implementation.
