e5f983c453 Improve random graph utilities. 
* boost/graph/random.hpp: New file.
    (random_vertex, random_edge): Moved from graph_utility.hpp
    (generate_random_graph): Moved from graph_utility.hpp and
     added 'allow_parallel' parameter.
    (randomize_property): New function.

* lib/graph/doc/random.html: New file.
