Vladimir Prus fd6016b3cd Allow 'standalone' projects.

* new/project.jam
  (inherit-attribute): New rule, extracted from 'initialize'.
  (initialize): Allow 'jamfile' parameter to be empty, in which case
    the project is 'standalone'.
