Vladimir Prus 791b5ad620 Implement variant declaration.

* builtin.jam (variant): New rule.

    * build-system.jam: Unconditionally add <toolset>gcc to build
        request. Will be fixed when toolset support is ready.

    * feature.jam (extend-feature): Bugfix.
