3cb3dd4b36 Remove documentation of call-locally. It is unused by Boost.Build and doesn't seem very useful. Anything that it could be used for is probably handled better by the rules in indirect.jam

055c125b86 Minor stylistic Boost Build documentation changes. Removed unfinished parts of the dependency feature documentation and added related todo comments.
